The Korea Defense Veterans Association (KDVA) Board of Directors is pleased to announce changes to the Board of Directors. Joining the Board are Gen. (Ret.) Robert Abrams, U.S. Army; Lt. Gen. (Ret.) Lee, Keon Wan, Republic of Korea Air Force; and Maj. Gen. (Ret.) Pyo, Se Woo, Republic of Korea Army.

주한미군 전우회(KDVA) 이사회는 이사회의 변동사항 소식을 기쁜 마음으로 전합니다. 로버트 에이브럼스 미 육군 대장 (예), 이건완 대한민국 공군 중장(예)과 표세우 대한민국 육군 소장(예)이 이사회에 새롭게 합류하였습니다.

Gen. Abrams is the most recent former Commander of the United Nations Command, ROK-U.S. Combined Forces Command, and U.S. Forces Korea. As a four-star General for over six years, General Abrams served as the 22d Commander of U.S. Army Forces Command, the Army’s largest formation comprised of over 229,000 active-duty Soldiers, and provided training and readiness oversight of the U.S. Army National Guard and U.S. Army Reserve. He commanded at every level from Company through Theater level, and led units in combat operations in Saudi Arabia, Kuwait, Iraq, and Afghanistan. Happily married, he and his wife are proud parents of two children, and grandparents to two grandchildren. He is a functional fitness enthusiast who also enjoys golf and follows college basketball closely.

에이브럼스 대장은 가장 최근에 유엔사령부, 한미연합사령부와 주한미군사령부의 사령관으로 지냈습니다. 6년이 넘는 기간동안 4성 장군으로서 미 육군의 최대조직인 미 육군 전력사령부의 22대 사령관으로서 22만9000명 이상의 현역 장병들을 이끌었으며, 미 육군 주방위군과 예비군의 훈련과 전투태세를 관리 및 감독했습니다. 에이브럼스 대장은 중대급부터 전구단위까지 각급 제대에서 지휘관으로 통솔한 경험이 있으며, 사우디아라비아, 쿠웨이트, 이라크 및 아프가니스탄에서 전투작전을 지휘했습니다. 금슬좋은 부부생활 가운데 두 자녀들의 자랑스러운 아버지이자 두 증손자분들의 조부이기도 합니다. 에이브럼스 대장은 기능성운동과 골프 애호가이며, 대학농구 시청을 즐기고 있습니다.

Lt. Gen. Lee previously served as the Commander of the Air Force Operations Command and contributed to strengthening the ROK-U.S. Alliance through various exchanges and

cooperation. During a 30+ year career as a combat pilot, he operated various aerospace weapons systems and played a key role in the establishment of the first KF-16 battalion and its pilot training. General Lee has a strong policy and strategy background from various policy-related positions in the ROK Air Force Headquarters, ROK Ministry of National Defense, and ROK Joint Chiefs of Staff. As Principal of the ROK Air Force Academy, he introduced the PBL (Project Based Learning) education method into the curriculum, enabling significant improvements.

이건완 중장은 대한민국 공군작전사령부에서 재직하는 동안 한미동맹 강화에 각종 연합 교류행사 및 경험, 그리고 협력을 통해 크게 기여했습니다. 30년이 넘는 군생활동안 전투기 조종사로서 다양한 항공무기체계를 운용했으며 KF-16 전투비행대대의 최초 설립과 해당 기체의 조종사 훈련을 확립하는데 핵심적인 역할을 수행했습니다. 이건완 중장은 대한민국 공군본부, 국방부와 합참본부의 다양한 정책관련직위를 맡은 경험을 통해 국가정책전략의 기틀을 닦았습니다. 또한, 대한민국 공군사관학교의 교장으로서 교육과정에 프로젝트 기반학습법을 도입했으며, 중대한 개선사항들을 이끌어 냈습니다.

Maj. Gen. Pyo in his final assignment served as the ROK Defense Attaché to the USA and helped coordinate defense actions between the two strong allies. General Pyo is a very experienced Alliance leader having worked many years on ROK and U.S. topics in the ROK Joint Chiefs of Staff, Combined Forces Command, and ROK Embassy in Washington, DC. After retiring from the ROK Army, he served on ROK President Yoon’s transition team. He is one of the first Korea Military Academy cadets to graduate from the U.S. Military Academy. He and his wife have two sons.

표세우 소장은 주미대한민국대사관의 국방무관으로서 마지막 임무를 수행하셨으며 굳건한 한미동맹을 위한 국방정책들을 조율했습니다. 표세우 소장은 한국 합참본부, 한미연합사령부, 워싱턴DC의 주미 한국 대사관에서 양국에 관련된 주제들을 다룬 경험을 갖춘 유능한 지휘관입니다. 대한민국 육군에서 전역한 이후 표 소장은 대한민국 윤석열 대통령 인수위원회에서도 활동했습니다. 또한, 대한민국 육군사관학교의 생도로서 최초로 미 육군 사관학교를 졸업했습니다. 소장님과 사모님께서는 슬하에 두명의 자녀를 두고 있습니다.

KDVA Chairman and President, Gen. (Ret.) Vincent K. Brooks, commented on the changes to the Board saying, “KDVA continues to grow rapidly and as we enter our sixth year, it is time to refresh the Board of Directors as well. The additions of Generals Abrams, Lee, and Pyo will bring fresh perspectives to guide us to the next level of supporting those Veterans of both countries who served shoulder-to-shoulder in defending the Republic of Korea and forging the ROK-U.S. Alliance.”

주한미군 전우회 이사장 및 회장이신 빈센트 K. 브룩스 대장(예)은 “주한미군 전우회가 매우 빠른 성장을 거듭하고 있으며, 설립 6년차로 접어들면서 이사회 또한 재편성할 시기라고 판단했다”고 언급했습니다. 에이브럼스 대장, 이건완 중장, 표세우 소장의 합류를 통해 주한미군 전우회가 어깨를 맞대고 대한민국 수호와 한미동맹 강화를 위해 헌신한 한미양국의 재향군인들을 지원하기 위한 다음단계로 나아가는데 있어서, 새로운 비전을 제공할 것이라 믿습니다.

“I am grateful for this opportunity to continue serving the ROK-U.S. Alliance and our Veterans,” said Gen. (Ret.) Robert “Abe” Abrams. “KDVA has a noble mission to recognize the contributions of all Veterans who served in Korea … because it is their service that changed history for the Korean people and made America a better country. I am looking forward to helping KDVA reach and harness the power of the millions of American and Korean Veterans who served in Korea.”

Lt. Gen. Lee, Keun Wan said, “I want to thank General Brooks and the KDVA Board of Directors for their warm welcome. I’ve always respected General Brooks and KDVA for their commitment to the development of Korea’s defense and the ROK-U.S. Alliance. I am honored to participate in the valuable work together in working with good friends for the strengthening of the ROK-U.S. Alliance and supporting our Veterans in Korea and the United States.”

이근완 중장은“Brooks 장군과 KDVA 이사회의 따뜻한 환영에 감사드립니다. 저는 항상 Brooks 장군과 KDVA가 한국의 국방과 한미동맹의 발전을 위해 헌신한 것을 항상 존경해왔습니다. 한미동맹 강화와 한국과 미국의 참전용사들을 지원하기 위해 좋은 동료들과 함께 일할 수 있는 귀중한 일에 참여하게 되어 영광입니다” 라고 말했다.

Maj. Gen. Pyo stated, “It will be my great honor to continue serving the ROK-U.S. Alliance, even after retirement, as a KDVA Board member. I believe that there is nothing better than honoring and supporting those who served and are serving the ROK-U.S. Alliance that has laid an irreplaceable foundation for the peace and prosperity of our great nations. It is my lifetime mission! I am looking forward to working closely with Korean and American colleagues and friends to pursue the mission of the KDVA, ‘Together for the ROK-US Alliance’.”

표세우 소장은 “전역 이후에도 주한미군 전우회의 이사회 임원으로서 한미동맹을 위해 계속 일할 수 있게 되어 영광입니다. 한미동맹을 위해 헌신했던 주한미군 제대군인들을 기억하고 지원하는 것보다 중요한 일은 없다고 생각합니다. 한미동맹은 위대한 국민들의 번영과 평화를 위해 대체할 수 없는 기반과도 같습니다. 이러한 한미동맹을 지원하는 것은 저의 필생의 과업입니다. 주한미군전우회의 사명을 위해 한국과 미국의 동료 임원진 및 친분있는 이들과 긴밀히 협력할 것을 기대합니다.”라고 말했습니다.

The Korea Defense Veterans Association (KDVA) Board of Directors is pleased to announce the activation of a Senior Enlisted Council (SEC) on December 14, 2022, to communicate to the Board of Directors on behalf of the largest group of Korea Defense Veterans – those who served in the enlisted ranks of the United States and the Republic of Korea.

주한미군 전우회(KDVA)는 2022년 12월 14일 주한미군으로 복무한 부사관들의 의견과 입장을 이사회에 전달하기 위해 선임 부사관 자문위원회를 창설했습니다. 이를 통해 주한미군 전우회의 가장 큰 비중을 차지하는 부사관들의 목소리를 이사회에 보다 쉽게 전달할 수 있게 되었습니다.

The Council will be chaired by Command Sergeant Major (Ret.) Steven Payton, U.S. Army, who is also on the KDVA Board of Directors. Before retiring from the U.S. Army, Payton served as the Senior Enlisted Leader in Korea for the United Nations Command / ROK-U.S. Combined Forces Command / U.S. Forces Korea. Joining him are five other distinguished senior enlisted Korea Defense Veterans:

해당 위원회의 위원장은 주한미군 전우회의 이사회 임원인 미 육군 스티븐 페이튼 주임원사 (예)가 맡게 될 것입니다. 미 육군에서 전역하기 전, 페이튼 주임원사는 유엔사령부/한미연합사령부/주한미군사령부의 선임부사관 지휘관으로서 복무했습니다. 페이튼 주임원사가 합류함으로써 대한민국에서 복무했던 5명의 각기 다른 선임부사관 출신들로 위원회를 구성하게 되었습니다.

Command Sergeant Major Julie Guerra, U.S. Army, a former Command Sergeant Major of the Korea-based and focused 501st Military Intelligence Brigade. CSM Guerra will join the KDVA Senior Enlisted Council after her retirement from the U.S. Army. She currently serves as the Senior Enlisted Advisor to the Deputy Chief of Staff of the Army for Intelligence.

General (Ret.) Vincent K. Brooks, Chairman and President of KDVA said, “This Council, comprised of some of the most accomplished Enlisted men and women who have served in Korea, will give the Board clearer insights into what is needed to support the membership of the Korea Defense Veterans Association with programs, education, support, communication, and family support. They reflect the best and brightest members of our population of Veterans, and we are grateful for their willingness to serve in this capacity.”

주한미군 전우회 이사장 및 회장 빈센트 K. 브룩스 대장(예)은 “주한미군 및 한국군 중 가장 뛰어난 부사관 출신 인사들로 구성된 이번 위원회는 주한미군 전우회의 다양한 활동들을 위해 필요한 것들이 무엇인지에 대해 더 확실한 통찰력을 제공할 것입니다. 그들은 우리 회원들 중에서 가장 뛰어나고 유능한 인재들을 대표합니다. 우리는 그들이 기꺼이 이 자문위원회를 위해 근무하려는 의지에 감사를 표합니다”라고 언급했습니다.

Please join the Korea Defense Veterans Association (KDVA) Board of Directors in welcoming our new Board member, Lt. Gen. (Ret.) Thomas W. Bergeson, U.S. Air Force.

주한미군 전우회(KDVA) 이사회에 토마스 W. 버제슨Thomas W. Bergeson 미 공군 예비역 중장이 합류하게 된 것을 기쁜 마음으로 환영합니다.

“I am excited that on today’s 82^nd anniversary of the activation of the 7^th Air Force, a former 7AF Commander is joining the KDVA leadership team,” said General (Ret.) Vincent Brooks, KDVA Chairman and President. “General Bergeson is well-known for bringing people together for a common cause. While Commander of the 7^th Air Force in Korea, General Bergeson wore multiple hats as the commander of the combined air forces of both the U.S. and South Korea, he was the Commander of all U.S. Air Force operations in Korea, and he was the Deputy Commander of U.S. Forces Korea. He knows very well the importance of the ROK-U.S. Alliance and did so much to make it stronger.”

“미7공군 창설 82주년 기념일인 오늘, 주한미군 전우회의 이사진에 전 7공군 사령관이 함께하게 되었다는 뜻 깊은 소식을 전하게 되어 기쁩니다. 버제슨 장군은 공동의 목표를 향해 모두를 이끄는 탁월한 재능을 인정받은 리더입니다. 미7공군 사령관으로 재직하던 당시 버제슨 장군은 한미연합공군구성군사령부(CACC) 사령관, 주한미군사 부사령관, 그리고 주한미공군 작전을 총괄하는 7공군사령관직을 겸직했습니다. 버제슨 장군은 한미동맹의 중요성을 누구보다 잘 알고 있으며, 동맹강화에 몸소 기여했습니다.”라고 주한미군 전우회 회장과 이사장을 겸직하고 있는 예비역 미 육군 대장 빈센트 브룩스 장군이 전했습니다.

Lt. Gen. (Ret.) Bergeson said, “What an exciting time to join the KDVA Board! It is a great honor to be a part of an organization that cares for all Veterans who served in Korea. Our Veterans helped secure a better life for Koreans and Americans, and their stories need to be told. I am looking forward to helping KDVA support the Alliance and our Veterans.”

버제슨 예비역 중장은 “주한미군 전우회 이사진에 동참하게 된 것에 대해 정말 뜻깊고 시의적절하다고 생각합니다. 한국에서 복무한 모든 참전용사들과 주한미군 근무 장병들을 위해 전념하는 단체의 일원이 된 것은 저에게 있어 큰 영광입니다. 미국의 수많은 주한미군 근무 장병들이 한국과 미국의 국민들이 더 안전한 삶을 누릴 수 있도록 많은 헌신을 했습니다. 이들의 이야기들이 널리 전해지길 바랍니다. 주한미군 전우회의 일원으로서 한미동맹과 주한미군 근무 장병들을 지원하는 일에 두 팔을 걷고 적극 돕겠습니다.”라고 전했습니다.

Lt. Gen. (Ret.) Bergeson served in Korea, U.S. Central Command, London, and the Pentagon. He has been recognized as a top Air Force leader in several categories throughout this career. General Bergeson serves as a Trustee of U.S. Air Force Academy Falcon Foundation. He is a graduate of the U.S. Air Force Academy and served as a Senior Leader Fellowship at Harvard University’s Kennedy School.

버제슨 예비역 중장은 한국, 미 중부사령부, 런던, 미 국방부에서 복무한 이력이 있습니다. 현역 당시 미 공군 인사평가 다수항목에서 최고의 공군 리더로 평가받는 등 모범을 보였습니다. 버제슨 장군은 미 공군 사관학교 팰콘재단의 이사로 활동하고 있습니다. 미 공군 사관학교 졸업생이며, 하버드 대학 케네디 스쿨에서 시니어 리더 연구위원으로 활동했습니다.

2022 Korea Revisit Program for Korea Defense Veterans

The Republic of Korea’s Ministry of Patriots and Veterans Affairs (MPVA) proudly sponsors the 2022 Korea Revisit Program for Korea Defense Veterans.

2022 Revisit Dates: October 23 – 29, 2022.

KDVA is very thankful for the ROK Ministry of Patriots and Veterans Affairs (MPVA) for sponsoring this important and exciting program. KDVA is managing the application and selection of Korea Defense Veterans who served in Korea since the signing of the Armistice Agreement on July 27, 1953.

There are 23 slots for U.S. Korea Defense Veterans along with a companion (spouses or helpers) for each Veteran. Participants will be selected from among KDVA members. For U.S. Defense Veterans who are not yet KDVA members and would like to be eligible for participation in the Revisit Program, please join KDVA as a Regular Member by August 16, 2022 at – it is free. Additionally, MPVA is providing two additional slots for the other Sending States, and a travel companion. The Sending States that supported/are supporting the United Nations Command in Korea are: Australia, Belgium, Canada, Columbia, Denmark, Ethiopia, France, Greece, Italy, Netherlands, New Zealand, Norway, the Philippines, the Republic of South Africa, Thailand, Turkey, the United Kingdom, and the United States. Over 3.3 million U.S. Service Members and thousands from the other Sending States have served in Korea since the signing of the Armistice Agreement.

MPVA will pay 100% airfare for Veterans and 50% for companions (spouses or helpers). MPVA will cover all other costs in Korea like meals, hotels, transportation, etc.

May 6, 2022 is “U.S. Military Spouse Appreciation Day” and that is a day that is personally meaningful to me. My wife was a career military spouse. So was my mother. So, also was my mother-in-law as well as many other relatives. On this special day of acknowledgment, the Korea Defense Veterans Association salutes and APPRECIATES all of the U.S. Military Spouses, past and present, who have endured sacrifices and hardships not understood by most of their fellow citizens. These spouses gave their warriors a reason to serve and the support needed to do it. Military spouses also served in their own ways — building a community of support for other military spouses and families, standing shoulder-to-shoulder with their warriors, adapting to constantly changing environments and locations, volunteering on military installations and in surrounding communities, making careers that ran concurrently with the service of their spouses, and so much more.

We particularly acknowledge and appreciate the spouses of 1.8 million Korean War Veterans and of the 3.3 million Korea Defense Veterans. For most of the seven decades of the U.S. military presence in Korea, military spouses were not permitted to be present in Korea — meaning long periods of separation waiting in worry for their warriors to return to them. And for too many, those spouses recognized with a Gold Star, their warrior spouses did not return alive. In recent decades, military spouses and families have been permitted to accompany their warriors while serving the Alliance in Korea. Their presence in the military communities of U.S. Forces Korea added a dimension that made overseas service in Korea a “home away from home.” And I can personally attest to the fact that the Korean people, especially the spouses of Korean military members, made U.S. military spouses feel like long-lost relatives, forging lifelong relationships that are a key thread in the fabric of the ROK-U.S. Alliance.

Veterans, let us be grateful for the military spouses who served the U.S. and the Alliance so selflessly. I intend to let the military spouses in my family know how much I appreciate them, on May 6 and every other day as well.

Thanks to our members, donors, partners, and supporters in 2021, the Korea Defense Veterans Association saw a historic rise in membership and reach to support the ROK-U.S. Alliance and our Veterans. We are a relatively new organization, and this is only the beginning of our anticipated growth. Our membership – having increased by 48% in 2021 – is made up of Americans and Koreans who helped build for the ROK-U.S. Alliance a strong foundation for security and democracy in Northeast Asia. They are passionate about maintaining this unique Alliance to continue defending South Korea and partnering for common interests. In so many ways, the generations of Korea Defense Veterans embody the energy and hope of achieving a better future for all Koreans and Americans.

On October 1, 2020, I became the Chairman and President of the Korea Defense Veterans Association. Now, a little more than a year later, I am pleased to provide an update in the form of this annual report. Let me begin by saying what a great privilege it is to lead this organization. We are growing. We are expanding our reach. We are keeping the Alliance strong. And, we are honoring those who defended this Alliance.

We set three lines of effort into motion to advance the KDVA. They were:

KDVA Membership Growth; KDVA Education and Outreach; and KDVA Organization.

What did we accomplish since October 1, 2020?

First, in the area of membership, I set a stretch goal of doubling the number of members. On October 1, 2020 KDVA had 1,708 members (regular and associate combined). As of November 30, 2021 we have 2,480 members. This reflects a 45% growth in just over one year. We did not hit the doubling goal, but growth has been accelerating in the last six months with new records being set every month for numbers of new members. We are on the right track and still have much more work to do to reach those who served in Korea. While our membership efforts are good, but not great, our social media reach is superb. Our Facebook reach, as one metric, increased from over 465,000 on Oct 1, 2020 to over 1,865,000 by November 30, 2021 – a four-fold increase! Website views, YouTube views, and Twitter views, all were also a four-fold or greater increase.

Second, in the area of Education and Outreach, our strategic efforts to increase outreach in Korea where the current generation of Korea Defense Veterans are actively serving the Alliance is bearing good results. Through the efforts of the Korea Chapter of KDVA the outreach and education efforts have become very productive. I am grateful for the excellent work of our initial chapter. This area of Education and Outreach also includes our thought-leadership efforts. KDVA is increasingly a partner of choice with major thought leadership entities and is also now a successful convener of scholars, practitioners, and experts. KDVA hosted, in conjunction with the Korea–US Alliance Foundation (KUSAF), and with the Ministry of Patriots and Veterans Affairs (MPVA) three highly successful Alliance Peace Conferences. The first occurred in Washington, DC in July 2021. The second occurred in Seoul in November 2021. The third and final conference occurred in Hawaii in December 2021. Each of these highlighted a key set of dynamics about the Alliance and the effort to achieve a condition of peace. The conferences were well-attended and all followed a hybrid format of some physical participation and some virtual participation. All received strong accolades. The Alliance Peace Conferences were the biggest events of the year but were far from being the only events in this area of Education and Outreach. We conducted 18 webinars/events — 6 are KDVA led events and 12 are with partners, including KUSAF. Moreover, we activated three series in 2021 that provide a first-hand perspective of the Alliance and make understanding the Alliance much clearer. These were the “From My Service in Korea, I Learned …” series which now contains 10 written stories for and 1 video interview in our digital archives; and the Alliance 101 series as well as the Korea 101 series. Again, these initiatives were well-received and expanded the understanding of the Alliance we serve. KDVA continues to enjoy senior-level access to current government officials in both the U.S. and Republic of Korea security structures. Finally, in partnership with the MPVA, KDVA selected the first Korea Defense Veterans to participate in the world-class Revisit Korea program. This was an historic milestone for the program which recognizes that there is a waning population of Korean War Veterans who can travel to Korea, and yet the story of Korea and what the continued Alliance has yielded must continue to be told through the eyes of those who served there, many of whom have not seen Korea in decades. The Korea Defense Veterans who served since the signing of the Armistice are a continuously growing number with every generation of the Alliance reflecting continued service on the Korean Peninsula. The feedback from the Korea Defense Veterans who participated in this highly successful pilot program was overwhelmingly positive and sets the course for our future.

둘째, 교육 및 지원활동 분야에서는 현세대의 주한미군 예비역 장병들이 들이 활발히 한미동맹을 위해 헌신하는 한국에서 지원활동을 늘리기 위한 전략적 노력이 좋은 성과를 거두고 있습니다. KDVA 한국지부의 노력으로 교육과 봉사활동은 매우 생산적일 수 있게 되었습니다. 한국지부의 훌륭한 노력에감사드립니다. 이 교육 및 봉사영역은 우리의 사고리더십노력 또한 포함합니다. KDVA는 점점 더 주요 사고리더십단체들과 유력한 파트너가 되고 있으며 학자, 실무자 및 전문가들을 성공적으로 초빙하고 있습니다. In the third line of effort, focused on the KDVA organization, we made important changes, beginning with my transition with General (Retired) Walter “Skip” Sharp on October 1, 2020 into the Chair and President roles. Several additional changes have been made in the ensuing time, with General (Retired) Curtis M. Scaparrotti be appointed U.S. Vice Chair, General (Retired) Leem, Ho Young being appointed as the Korea Vice Chair. We farewelled five of the original board directors who rendered superb service in getting the KDVA started and on a solid footing, namely, Lieutenant Generals David Valcourt, Bernard Champoux, and John “JD” Johnson, and Command Sergeants Major Robert Winzenried and Troy Welch. Joining the board as new directors on December 1, 2021 are Lieutenant General (Retired) Michael Bills and Command Sergeant Major (Retired) Steven Payton. Within the executive office of the KDVA we farewelled our initial Executive Director, Colonel (Retired) Doug Morrison, who did a superb job of building the financial and corporate organs of the KDVA from the beginning and kept us in excellent financial and governance health. His duties were absorbed into expanded roles for the Senior Vice President of Operations, Colonel (Retired) Steve Lee, and for the Executive Assistant to the KDVA President, Ms. Earlene Hollerith. Lastly, the structured resourcing of the Korea Chapter, under the leadership of Major General (Retired) Lee, Seo-Young as President, with office space and a stable budget, have accelerated the impact of the Korea Chapter and set the example for the second chapter that was activated in Hawaii during the third Alliance Peace Conference, and led by Lieutenant Colonel (Retired) Rich Lencz as President. These changes put the KDVA on a new threshold for expanding and advancing the Association. We are fortunate to attract superb talent among the population of our members to serve in leadership positions.

Where will we go together in 2022?

2022년우리는어디로같이갈것인가?

We operated at a brisk pace in 2021. The pace needs to be adjusted. In conversation with Minister of Patriots and Veterans Affairs, Admiral (Retired) Hwang, Ki-chul, and with President of Korea-US Alliance Foundation, General (Retired) Jung, Seung Jo, we will adjust the number of events in 2022. There will be two major conferences: one in Washington, DC and one in Seoul. There will be, for the first time, a bi-ennial KDVA members reunion. KDVA will host four webinars and will partner with other organizations to participate in four webinars hosted by them. We will build on the successful pilot program for Revisit Korea including Korea Defense Veterans, increasing participation in 2022 to two groups of 25 or a total of 50 Korea Defense Veterans returning to Korea as guests of the Korean government. We will continue our social media push to find more Veterans, gain their interest in membership, and to inform a much larger population about the Alliance. We will continue our efforts to advance the structure of our organization, with local chapters and virtual common interest groups as well as further adjustments to the board of directors, maturing the KDVA as we enter our fifth year of existence.

Reviewing the four guiding priorities I published on October 1, 2020, I have chosen to keep these unchanged as we enter 2022. However, to focus our actions on specific goals to be attained in 2022, I have established four lines of effort and the desired outcomes to be achieved by the end of 2022. They are:

Maintain access to current Alliance military and civilian leaders. Find and connect Korea Defense Veterans through active communication efforts. Fully establish KDVA Hawaii Chapter, activate 1 additional chapter, and 3 Common Interest Groups. Establish the biennial Korea Defense Veterans Reunion. Let me close by saying thank you to our members, to KUSAF, to MPVA, to all donors and sponsors, to our partners, to our volunteers, to our board of directors and our council of advisors, and to our executive staff. 2021 was a strong year for KDVA, and I am honored and humbled to lead us into 2022. The Korea Defense Veterans Association (KDVA) announces several changes to its Board of Directors on December 1, 2021. KDVA says farewell to Lt. Gen. (Ret.) David Valcourt, Lt. Gen. (Ret.) JD Johnson, Lt. Gen. (Ret.) Bernard Champoux, Command Sgt. Maj. (Ret.) Troy Welch, and Command Sgt. Maj. (Ret.) Robert Winzenried. KDVA welcomes Lt. Gen. (Ret.) Michael Bills and Command Sergeant Major (Ret.) Steven Payton.

주한미군전우회는 2021년 12월 1일 이사회의 인사 변경사항을 발표했습니다. David Valcourt (예) 중장, JD Johnson (예) 중장, Bernard Champoux (예) 중장, Troy Welch (예) 주임원사, Robert Winzenried (예) 주임원사께 그 동안의 노고에 감사를 표합니다. 주한미군전우회는 Michael Bills (예) 중장과 Steven Payton (예) 주임원사를 주한미군전우회 이사회의 새로운 일원으로서 환영합니다.

“This is a significant changing of the guard for the Association as we sincerely thank these five leaders who helped KDVA grow into its prominent role as a supporter and advocate of the ROK-U.S. Alliance and our Veterans,” stated Gen. (Ret.) Vincent Brooks, the Chairman and President of KDVA. “Lt. Gen. (Ret.) Valcourt, Lt. Gen. (Ret.) Johnson, Lt. Gen. (Ret.) Champoux, Command Sgt. Maj. (Ret.) Welch, and Command Sgt. Maj. (Ret.) Winzenried were with KDVA at our founding in 2017 and through their dedication and passion for the Alliance, KDVA has grown to over 2,400 members and 26,000 Facebook followers in 4.5 years. They have been the heart and soul of the Association as we connect people who care about Korea and the ROK-U.S. Alliance. We are thankful for their service, and we look forward to their continued support.”

Brooks continued, “Now joining and bringing new energy to the Board are two recent senior leaders of the Alliance, Lt. Gen. (Ret.) Michael Bills and Command Sgt. Maj. (Ret.) Steven Payton. I know each leader to have a servant’s heart who will help KDVA bring more people to join our efforts for the Alliance and Veterans. We are excited about the contributions they will make.”

Lt. Gen. (Ret.) Michael Bills is the former Commanding General of the Eighth Army and Chief of Staff of the ROK-U.S. Combined Forces Command in Korea from 2018 to 2020. From January 2016 to October 2017, he served as the U-3/C-3/J-3 of United Nations Command, Combined Forces Command, and U.S. Forces Korea. From March 2014 to January 2016, he was the Commanding General, 1st Cavalry Division, III Corps, Fort Hood, TX and deployed to Afghanistan in support of OPERATION ENDURING FREEDOM. He currently works as a Contractor and Senior Control Trainer for Valiant Integrated Services.

Michael Bills (예) 중장은 전 미8군 사령관이자 2018년부터 2020년까지 한미연합사령부 참모총장으로서 역임했습니다. 2016년 1월부터 2017년 10월까지 유엔군사령부, 한미연합사령부, 주한미군사령부 작전참모부장(U3/C3/J3)을 역임했습니다. 2014년 3월부터 2016년 1월까지 그는 Fort Hood, Texas 에 있는 제3군단 제1기병사단장을 맡았고 항구적 자유 작전(Operation Enduring Freedom) 지원을 위해 아프가니스탄에 배치되었습니다. 그는 현재 Valiant Integrated Services의 Contractor 및 Senior Control Trainer로서 근무하고 있습니다.

Command Sgt. Maj. (Ret.) Steven Payton was the former Command Sergeant Major of the United Nations Command, Combined Forces Command, and U.S. Forces Korea from 2016 to 2018. In his final assignment, he was selected by the U.S. Army Chief of Staff to serve as the first Senior Enlisted Army Fellow/Advisor at the U.S. Department of Veterans Affairs. He currently works as a consultant for several organizations including TopSarge Business Solutions and TechMasters, Inc.
