Members and Friends of the Korea Defense Veterans Association,

주한미군전우회 회원 여러분,

On October 1, 2020, the leadership of the Korea Defense Veterans Association (KDVA) transitioned into my hands as Chair and President. On February 1, 2023, the responsibility for leading the Association will transition once again as I complete my time in this role. 2023 will be a significant milestone year for the Korea-U.S. Alliance with many events to commemorate the 70th Anniversary of the signing of the Armistice Agreement and the signing of the U.S.-ROK Mutual Defense Treaty. We will begin this important anniversary year with the third transition of leadership for the KDVA as I pass the roles of Chair and President to my friend of many decades and my predecessor in command in Korea, General (U.S. Army, Retired) Curtis “Mike” Scaparrotti.

저는 2020 년 10 월 1 일, 주한미군전우회(KDVA) 이사장 및 회장직을 위임받았습니다. 그리고 2023 년 2 월 1 일, 제 임기가 끝나면서 제가 그간 맡아 수행하던 역할을 다시금 저의 임무를 이양하게 되었습니다. 2023 년은 한미동맹에 있어 중요한 이정표가 되는 해로, 정전협정 체결 및 한미상호방위조약 체결 70 주년을 기념하는 다양한 행사가 예정되어 있습니다. 올해 첫 시작을 알리며 주한미군전우회의 세 번째 지휘부 인사변경 소식을 전하게 되었습니다. 저는 수십 년 동안 저의 친구이자 전임자였던 커티스 “마이크” 스캐퍼로티 장군에게 의장과 회장의 역할을 물려주게 됩니다.

General Scaparrotti is well-known and fondly remembered within the Alliance. He brings his deep experiences in Alliance leadership into this position. His calm and steady-handed approach will be a very valuable asset to KDVA. Please welcome him with your strong personal support to continue making KDVA a growing success. I extend my sincere congratulations to him and my appreciation for his acceptance of this position. He will, without doubt, lead KDVA to new heights of success.

스캐퍼로티 장군은 한미동맹의 여러 인사들 내에서 명망이 높은 분입니다. 특히 동맹의 지휘부 차원에서 얻은 경험들이 새로운 직책에서 활용될 수 있을 것입니다. 스캐퍼로티 장군의 침착하고 확고한 업무방식은 주한미군전우회에 있어 매우 귀중한 자산이 될 것입니다. 전우회가 성공적으로 성장하는 것을 계속할 수 있도록 스캐퍼로티 장군을 진심으로 환영해주시길 당부드립니다. 저 또한 주한미군전우회 이사장 및 회장직을 선뜻 받아들여준 스캐퍼로티 장군께 진심어린 축하와 감사의 인사를 전합니다. 스캐퍼로티 장군은 주한미군전우회를 다음 단계로 올려놓을 것이라 의심치 않습니다.

Departing, I reflect on the four guiding priorities communicated by me on October 1, 2022:

제 자리를 떠나면서, 2022년 10월 1일 제가 내걸었던 4가지 운영상 우선순위를 다시 회상해볼까 합니다.

• Enhance, advocate for, and educate about the ROK-U.S. Alliance which is an essential part of each nation’s security and prosperity, through forums, social media, newsletters, research, and events. 한미 양국의 안보와 번영에 있어 핵심축인 한미동맹의 강화, 지지하고 교육을 위한 포럼,SNS, 뉴스레터, 연구조사, 행사 추진 사업

• Recognize and support service members, government civilians, and their families who haveor are serving in the ROK-U.S. Alliance. 한국 및 미국 군과 정부를 위해 복무한 군인, 공무원 및 군무원, 그리고 가족들의 공로 인정 및 지원
• Serve its members with professional networking, mentoring, volunteering, and researching opportunities.주한미군전우회 회원들을 위한 네트워킹, 멘토링, 자원봉사, 연구조사 기회 제공
• Honor and support the veterans who defended South Korea during the Korean War.한국전쟁에서 한국 수호를 위해 헌신한 참전용사들에 대한 예우 및 지원

With great satisfaction, I will say that these priorities kept our mission focused. We grew our membership by 219%. We expanded our followers and outreach by several hundred percent. We grew our partnerships with thought-leadership and academic institutions as well as veterans support organizations to the point where we now have 25 partner organizations in four countries, making KDVA an influential voice and convener among them. We built on the success of the Korea Chapter of KDVA to activate in the U.S., a Hawaii Chapter and a Georgia Chapter. We held our first KDVA Reunion of our members. And we successfully added Korea Defense Veterans to the Revisit Korea Program hosted by the South Korean government. And we helped in keeping the Korea-U.S. Alliance visible and strong.

돌이켜 볼 때, 이러한 우선순위가 있었기 때문에 주한미군전우회가 임무에 집중할 수 있었다고 생각하며, 결과에 만족합니다. 전우회의 멤버십은 219% 성장했습니다. 팔로워 수와 전우회의 활동범위 또한 수백 퍼센트나 늘었습니다. 전우회는 각 분야의 리더들 및 학술 기관과의 협력관계를 체결 및 성장시켰고, 현재 4 개국에 25 개의 재향군인 지원조직들과 함께 협력관계를 유지하고 있습니다. 주한미군전우회는 이들 사이에서 많은 영향력을 갖고, 주최하는 역할을 맡게 되었습니다. 주한미군전우회의 한국지부의 성공에 힘입어, 미국 하와이지부, 조지아 지부의 성공 또한 달성했습니다. 또한, 주한미군전우회 회원들간의 첫 번째 리유니언 행사를 개최했습니다. 그리고, 한국 정부에서 주최하는 주한미군 제대군인 재방한 프로그램이 추가되었습니다. 마지막으로, 굳건한 한미동맹이 유지되고 더 널리 알려지도록 기여했습니다.

None of these accomplishments would have been achieved without the outstanding support KDVA received. First, thanks go to the Korea-US Alliance Foundation (KUSAF) for their unwavering budgetary support through their fundraising efforts, their hosting of events in Korea, and their advocacy on KDVA’s behalf with the South Korean government Ministries of National Defense, Foreign Affairs, and Patriots and Veterans Affairs. Further thanks go to the KDVA Board of Directors and Advisory Councils. Each member of these groups is a volunteer who has a dedication to the Alliance and to our Veterans of the Alliance. Thank you for stepping forward to help in leading this organization. Thanks also to the KDVA Chapters in Korea, Hawaii, and Georgia who literally putting KDVA “on the map” and connecting us with Korea Defense Veterans and supporters in geographical regions. Even greater things will come from these chapters and new ones that are added in coming years. Let me also express deep appreciation for those who make everything happen behind the scenes for KDVA daily. To be good stewards, we have only two full-time employees – Colonel (Retired) Steve Lee and Ms. Earlene Hollerith. The amount of work they do is truly remarkable, and I thank them for their hard work and the volunteers, interns, and contractors they guide in accomplishing our mission. Finally, I want to thank our donors, followers, and especially our members for believing in what we have undertaken at KDVA. We seek continued growth to reach the 3.3 million Korea Defense Veterans, and we are just getting started, but we will need your support to do it. Please spread the word and bring others like you to join us in our mission.

이러한 성과 중 그 어느 것도 주한미군전우회에 제공된 지원 없이는 달성되지 못했을 것입니다. 먼저 한미동맹재단(KUSAF)이 모금 활동과 한국에서의 행사 개최, 그리고 대한민국 국방부, 외교부, 국가보훈처 등 한국 정부와 함께 주한미군전우회를 후원하는 등 변함없는 예산 지원을 해주신 것에 감사드립니다. 또한, 주한미군전우회 이사회 및 자문 위원회에도 감사드립니다. 이사회와 자문위원회의 모든 일원들은 한미동맹과 한미 제대군인들을 위해 헌신하는 마음을 간직한 자원봉사자들입니다. 주한미군전우회를 이끄는 데 앞장서 도와주셔서 감사합니다. 다음으로, 주한미군전우회가 전 세계 각지에서 활동하고, 지리적으로 주한미군 제대군인 및 지지자들을 연결해 준 한국, 하와이, 조지아 지부에도 감사드립니다. 이 지부들을 포함해 앞으로 생길 새로운 지부들에서 더 많은 발전이 나올 것을 예상합니다. 주한미군전우회를 위해 언제나 무대 뒷편에서 모든 걸 조율하고 최선을 다해온 분들께도 깊은 감사를 표합니다. 주한미군전우회의 정직원은 단 두 명입니다. 스티브 리 Steve Lee 대령(예)과 얼린 홀러리스 Earlene Hollerith 씨입니다. 이 둘은 압도적인 업무량을 언제나 소화하고 있습니다. 또한, 이들의 노고와 전우회의 사명을 달성하는 것에 큰 도움을 주신 자원봉사자, 인턴, 직원들에게 감사드립니다. 마지막으로 주한미군전우회의 활동에 믿음을 보여주신 후원자들, 팔로워들, 특히 회원들에게 감사드립니다. 전우회는 330 만 주한미군 제대군인들을 위해 성장을 계속할 것이며, 앞으로 갈 길이 멀고, 이를 위해서는 여러분의 도움이 필요합니다. 주한미군전우회에 대해 널리 홍보해주시길 부탁드리며, 여러분처럼 저희의 임무에 동참할 분들을 모아주시길 당부드립니다.

In closing, allow me to repeat words I shared when inaugurated into this position. Enhancing the ROK-U.S. Alliance requires our worthy attention and our supportive efforts, in educating and in advocating. As a team that “goes together,” from the numerous challenges of the past, and into the unknowns of the future, the Alliance reflects the commitment of our Veterans over many generations. We owe it to them to help make the Alliance even better. I know I can count on you to help me in this effort!

마지막으로 이 직책에 취임했을 때 제가 했던 말을 다시 꺼내보겠습니다. 한미동맹 강화를 위해서는 우리 모두가 한미동맹에 대한 교육과 지지에 대한 관심과 노력을 가져야 합니다. 한미동맹은 과거의 수많은 도전과 미래의 불확실성을 “어깨를 나란히 하는” 파트너로서, 오늘날의 한미동맹은 여러 세대에 걸친 제대군인들의 헌신에 그 성과를 빚지고 있습니다. 한미동맹의 향후 발전 또한 이들의 공로를 밑거름으로 할 것입니다. 여러분께서 저의 사명에 도움을 보태주실 것을 믿습니다.
