The Korea Defense Veterans Association and the Korea-U.S. Alliance Foundation in partnership with The Heritage Foundation invites you to attend the Wartime Operational Control (OPCON) Transition Conference & Reception.


“Transition of Wartime Operational Control:  South Korea Leads the Combined Defense.”  The intent of the Wartime OPCON Transition Conference is to discuss the critical issues pertaining to OPCON and how the ROK-U.S. Alliance can help move it forward.


KDVA wants to support the ROK-U.S. Alliance as it transitions wartime OPCON from the United States to the Republic of Korea by focusing on defense and military issues at this Conference.

This Conference directly supports KDVA’s mission to enhance and advocate for the ROK-U.S. Alliance, and support those who built it and continue to serve it.


A few of the senior U.S. and ROK government officials who will attend include: 

  • ROK Minister Yu, Myung Hwan (former ROK Minister of Foreign Affairs)
  • ROK General (Ret.) Jung, Seung Jo (former ROK Chairman of the Joint Chiefs of Staff)
  • U.S. General (Ret.) John Tilelli (former U.S. Vice Chief of Staff of the Army and former Commander, United Nations Command/Combined Forces Command/U.S. Forces Korea)
  • U.S. General (Ret.) Walter Sharp (former Commander, UNC/CFC/USFK)
  • U.S. Lieutenant General (Ret.) Thomas Spoehr (Director, Center for National Defense, The Heritage Foundation)

The Conference’s two panels will discuss “KDVA’s Four OPCON Principles”:

1.  A Korean should be the commander of the force responsible for defending South Korea at all times …in Armistice and during war.

2.  The plan for wartime OPCON transition is sound.

3.  South Korea must acquire, field, and train on critical capabilities that are needed to deter North Korea and defend South Korea.

4.  The timing of wartime OPCON transition should enhance the security and stability of South Korea.
